Overview of the program

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving financial protection against health-related risks.

The Country Office contributes to providing technical support in developing national policies, strategies and activities in the area of health systems strengthening including, (i) advocating for Universal Health Coverage and building up national capacity in UHC-related matters (ii) facilitating the adoption of evidence -based public health interventions as well as appropriate reforms/changes with a view to promote equity and accelerate the movement towards universal health coverage.

WHO’s mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage (ii) health related sustainable development goals (iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities (iv) implementing the provisions of the International Health Regulations (2005) (v) increasing access to quality, safe, efficacious and affordable medical products (vi) addressing the social, economic and environmental determinants of health.

The South – East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.8 billion people, with India’s population of 1.3 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People’s Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste), share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.

Mission of the WHO Country Office for India

The mission of WHO India is to improve quality of life of the 1.3 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.

In pursuit of the above goals, the WHO country office is providing support to the National AIDS Control Program (NACP) in the state of Gujarat, under the United Budget, Result and Accountability Framework (UBRAF).

Description of Duties:

Under the overall guidance of the WHO Representative to India, Deputy Head of WHO Country Office for India and Team Leader (Communicable Diseases) and direct supervision of National Professional Officer (HIV & Viral Hepatitis Care and Treatment) with a view to achieve the expected results set out in the relevant WCO-India work plans, the incumbent will have the following responsibilities in her/his assigned area of work:

The incumbent (s) will closely work with Additional Project Director (GSACS).

1.Support Gujarat State AIDS Control Society (GSACS) in coordinating and implementing the activities under the WHO support to the state which are as follows:

  • Support state to build forwards better amidst the COVID-19 pandemic and mitigate impact on HIV essential service delivery
  • Support GSACS in developing action plan for implementation of the WHO supported activities
  • Support GSACS in implementing all the activities as per the annual action plan approved by NACO
  • Support GSACS in organizing WHO supported capacity building activities, trainings and meetings and also act as technical resource person as and when required

2.Under guidance from Additional Project Director (GSACS) and in coordination with WHO, undertake analysis of program data to assess progress, identify priority geographies and populations for guiding the program in planning for high impact intervention:

  • Support a comprehensive situational assessment of the HIV/STI and Hepatitis epidemic in the State;
  • Support the documentation of the WHO related activities as requested
  • Support GSACS in completing reports (activity/programmatic/financial)
  • Support GSACS in undertaking monitoring and supportive supervisory visits to service delivery sites and update GSACS officials through sharing of the key findings and steps needed to be undertaken for continuous quality assurance and improvement
  • Support the GSACS in undertaking the state level quarterly review meetings of various service delivery sites
  • Support GSACS in rolling out the Advanced Disease Management (ADM) package, as per the NACO guidelines
  • Support implementation and monitoring of the Differentiated Service Delivery Models (DSDM) in Gujarat
  • Support implementation and monitoring of new approaches and initiatives including Pre-Exposure Prophylaxis (PrEP) and HIV/Hepatitis self-testing, triple elimination of mother to child transmission of HIV, syphilis and viral hepatitis where appropriate
  • Undertake any other tasks/duties as assigned by supervisor(s).

Qualification

Education:

Essential: MBBS (Bachelor of Medicine and Bachelor of Surgery) recognized by Medical Council of India/State Medical Council registration essential.

Desirable: Post-graduation qualification in PSM/Community Medicine/Public Health

Experience:

Essential: At least (one) 1 year of relevant experience in the field of Public health, in a government department/public sector undertaking, in a multinational corporation, reputed private organizations or NGOs. Working Knowledge of Computers including MS office package

Desirable: Past experience of working in HIV/AIDS programme or projects under government or bilateral/ multilateral agencies in India. Past experience of working with State AIDS Control Society, having good understanding of reporting mechanisms of state as well as skills in using different data analysis packages will be an added advantage. Project management experience, including coordination of activities and reporting. Excellent written and verbal communication skills.

Functional Skills and Knowledge:

Remuneration

Monthly remuneration is INR 148,472 is taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) for a period of one year. S/he could be posted anywhere in India as per the project needs.
