Qualifications

Purpose of consultancy

  • To design a database that compile historical data on each NTD in a format that enable progress monitoring at national and sub-national level
  • To extract relevant data from existing data sources (excel/word files and online platform) and complete the database.
  • To liaise with SEARO HIP team to include NTD indicators in the HIP
  • To design and develop a dashboard to visualize key indicators at national and Regional level in coordination with SEARO HIP team

Background

The WHO South-East Asia Region is endemic for 12 neglected tropical diseases (NTDs) and bears the highest burden of these diseases among all WHO Regions with at least one NTD endemic in each of the 11 Member States. Not only do NTDs cause long-term morbidity and disability, but some of them are also fatal if untreated, leading to a heavy burden on the social and economic development of the affected countries.

WHO SEARO has been collecting and archiving the annual reports and drug requests submitted by NTD-endemic countries since 2000 on selected NTDs. The reports and requests are submitted once a year either in excel, word format or online platform, depending on disease. The collected data include endemicity of each disease, population targeted and reached by interventions, epidemiological data from monitoring surveys and estimated number of medicines requested for donation by province or district. HQ/NTD compiles the final reports and publishes only the national-level aggregated summary data on treatment in the WHO NTD Data Dashboard (https://www.who.int/teams/control-of-neglected-tropical-diseases/data-platforms-and-tools). Meanwhile, WHO SEARO has the Health Information Platform (HIP) as an integrated database of country health indicators across the 11 Member States of the Region. However, it currently does not include any indicators on NTDs.

SEARO CDS NTD Unit has kept all the reports and requests submitted by countries in the South-East Asia Region in various formats but it is not in a shape which enable close tracking and monitoring of country progress and it is also not in the format that can be linked to the SEARO HIP.

Deliverables

  • Deliverable 1: Proposed design of a database that compile historical data on each NTD in a format that enable progress monitoring at national and sub-national level, expected by: 14 October
  • Deliverable 2: Complete Regional NTD database, expected by: 25 November
  • Deliverable 3: Regional NTD data dashboard to visualize key indicators at national and Regional level, expected by 23 December

Qualifications, experience, skills and languages

Education:

Essential: Bachelor’s degree in science, mathematics, information system, system engineering, information technology or health informatics

Desirable: Qualification in epidemiology or statistics

Experience:

Essential: Minimum of five years of working experience in health information and data management

Desirable: Proven experience in statistical data analysis

Skills/Knowledge:

Proven skills in database development and management and statistical software

Languages and level required (Basic/Intermediate/Advanced):

Fluency in English (reading, writing, and speaking).

Location

On site: WHO-SEARO, Delhi, India, as needed

Travel: Not required during this consultancy assignment

Remuneration and budget (travel costs are excluded):

  • Remuneration: Band level – B

Monthly range: USD 7,000 to USD 9,980

  • Expected duration of contract: 3 months
