PATH’s project “Technical support to Govt. of Uttar Pradesh for the elimination of Lymphatic Filariasis (LF) and Visceral Leishmaniasis (VL)” in 51 districts of U.P. The project will hire a Program Officer in U.P. for technical support. The Program Officer will be based in Gorakhpur to support the field activities of LF & VL in the affected districts and will report to the State Team Lead, NTD & M. S/he will be required to coordinate with state/district officials and partners and give oversight to the field team’s activities.

Responsibilities:

The specific scope of work would include the following activities:

  • Will be the key technical officer from PATH in eastern UP for the implementation of the project, in close coordination with the government officials and other relevant partners.
  • Provide high-quality technical and strategic leadership and monitoring to achieve and sustain elimination goals throughout assigned project implementation areas.
  • Lead and supervise the work undertaken by PATH for its VL portfolio.
  • Establish and maintain strong working partnerships with the divisional and district-level government officials, all project partners, and stakeholders.
  • Participate in the development and evolution of the overall PATH India LF & VL portfolio and Strategy in Uttar Pradesh.
  • Provide oversight to the program with the Integration of vector-borne diseases activities and implementation of a multi-pronged approach for achieving the program goals.
  • Work on any other task assigned as per the project requirement by the state team at Lucknow and the project team in Delhi.
  • Manage critical relationships with Government and stakeholders, and collaborate with the Divisional Commissioners, Additional Directors, District Magistrates, CMOs, and other district officials engaged in Vector-borne disease control program.
  • Participate in meetings, provide specific and actionable evidence, and action points with recommendations for achieving the goal of LF elimination & sustain VL elimination.
  • Review the disease-specific situation and recommend appropriate strategies for the government and other stakeholders.
  • Regular analysis of surveillance indicators, program-related data, and activities of the field team, and share with the government, partners, and project management unit for course corrective actions, if any.
  • Participate in meetings, and other events ensuring that PATH is represented as a key Stakeholder locally.
  • Raise the profile of the LF & VL elimination programs and ensure due importance is given to the program in its planning, implementation, and review.
  • Provide technical guidance for the execution of project (s) strategies and work plans ensuring successful projects by project deliverables and success criteria, through the available field team.
  • Review activities of the project team and implementation of project goals through regular supervisory field visits, and desk reviews and lead and supervise the project teams comprising the data manager, district technical officers (DTOs), and block monitors (BMs) of the project.
  • Travel extensively to the affected blocks/districts to ensure the implementation of the project activities.

Key Skills:

Essential

  • MBBS with 5-7 years of work experience in public health programs.

Skills & Abilities

  • Proficient in computers with knowledge of MS Office applications viz. Excel; Word and PowerPoint and the internet are essential.
  • Excellent knowledge of written and spoken Hindi and English is essential. Good working knowledge of the local language of the duty station will be an asset.
  • Strong analytical, negotiating, and communication skills.
  • Able to identify issues during field visits or desk reviews and recommend corrective actions.
  • Ability to manage multiple tasks, set priorities, work independently, and maintain a high level of accountability.
  • Ability to work as part of a team and supervise the team.
