Purpose of consultancy

To support the WHO PHC Implementation Solutions Programme, through development of country-specific case study and support to transfer and scale-up of PHC Implementation Solutions in the SEA Region.

Background

At the 75th World Health Assembly, the WHO Director-General identified “Radical reorientation of Health Systems towards Primary Health Care” as one of his five strategic priorities for WHO and central to advancing progress toward UHC, the health-SDGs, and health security. For the WHO SEA Region, at the 74th session of the WHO Regional Committee Meeting, Ministers of Health in the Region committed to reorient health system towards PHC as the means to simultaneously ensure health system resilience and the achievement of UHC and the health-related SDGs (SEA/RC 74/R1). Moreover, through the Declaration of Health Ministers (SEA/RC/74/R1), SEAR Ministers emphasized a “once- in-a-century opportunity” to enable such transformation and sought WHO support to guide, support, and monitor PHC-orientation of health systems.

In 2022, WHO launched the Primary Health Care Implementation Solutions (PHCIS), as a mechanism to capture knowledge from countries successful in implementing Primary Health Care to accelerate progress with peers in a similar context. The initiative seeks to capture and amplify ready-to-use implementation models based on lessons from the ground; as well as to create a platform for cross-country and cross-region learning. PHCIS additionally seeks to define different health systems typologies and analyze PHC/health system performance with the aim to identify positive outliers (where PHC approach has been successfully implemented) in comparison to similarly placed peers.

WHO, through its Regional Offices, is currently piloting the PHC Implementation Solution in one country per WHO Region. The approach is one where Senior Experts/teams from countries with direct experience in PHC-related reform and implementation will be supported to develop country implementation examples, enabling the identification of models, innovations, resources and transferrable lessons for other similarly situated countries. WHO SEARO has proposed Thailand as the first pilot country, with Thailand’s International Health Policy Programme, to serve in the function of Senior Expert. Requests have also been received from several SEAR countries to learn from operationalization of PHC/UHC in Thailand.

All participating WHO regions are identifying a PHC IS consultant to support the development of country implementation solutions (as per HQ and Regional requirements), enable cross-region learning, and support transfer to other similarly situated and interested countries. WHO SEARO seeks a consultant to support the development, transfer and scale-up of PHC Implementation Solutions in the Region.

Deliverables

Under the supervision of Coordinator – Integrated Health Services and Regional Advisor – Human Resources for Health, the consultant will support activities in the following area(s):

Deliverable 1: To prepare a synthesis paper on key health system characteristics, bottlenecks, and key PHC performance indicators to advance CPHC in the Region, as linked to PHC Implementation typology, the SEA Regional PHC Strategy, and the WHO/UNICEF PHC Monitoring and Evaluation Framework.

Deliverable 2: To support Senior Country Expert/team develop the first PHC Implementation Solutions in the SEA Region, through identification of country implementation best practices and key innovations for scale (in accordance with Deliverable 1 and PHC Implementation Solutions requirements).

Deliverable 3: To review, identify and document relevant implementation solutions prepared in other Regions with relevance to SEAR Member States needs and support transfer, as per country interest and demand, Implementation Solutions prepared in other Regions to South-East Asia Region Member States.

Deliverable 4: To provide coordination support to the SEA Regional Office, with regular inputs, monitoring and engagement with Senior Country Expert/team, PHC Implementation Solutions regional focal points in other WHO Region, and WHO HQ responsible for PHC Implementation Solutions; as well as to provide dedicated remote support, as per demand, to WHO country offices with limited technical capacity on PHC/Health Systems Strengthening.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: An advanced university degree (Masters level or above) in Public Health, Health Economics or other social sciences with a focus on health systems from a recognized institution

Desirable: A Ph.D. in Health/Public Health/Social Sciences, with focus on primary health care

Experience

Essential: A minimum of 7 years of work experience in an international environment with focus on health systems and PHC, and associated project management experience.

Desirable: At least two years’ experience in supporting PHC systems at district/sub-district level

Skills/Knowledge:

  • Technical knowledge and skills in health systems and PHC concepts, frameworks and practices.
  • Strong technical writing and analytic skills.
  • Excellent communications skills both written and oral, and effective presentation skills
  • Strong skills in management and coordination across diverse locations.

Languages and level required (Basic/Intermediate/Advanced):

  • Fluency in English (Read-Write- Speak at Advanced level)
  • Knowledge of another UN language is an asset.

Location: On site: SEARO, New Delhi India

Travel: From place of residence to Delhi and return after completion of the consultancy (in case selected incumbent does not reside in Delhi) .

Remuneration and budget (travel costs are excluded):

  • Remuneration: Payband B: Monthly Rate USD 9,000
  • Living expenses (A living expense is payable to on-site consultants who are internationally recruited): Per diem will be paid, as applicable, at the time of issuing the contract.
  • Expected duration of contract: 9 months, Sept/Oct 2022 to May/June 2023

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
